There aren't any really good freeware HTML programs. Try a few and buy the one that you can use.

As I just posted elsewhere you do not need to learn HTML or other complex script to create a web site. The later versions of Word can produce good web pages, though beware they may not be WYSIWYG - what you see on the screen is not necessarily what will appear on the web. There is also a host of Free software such as http://kompozer.net/ and here in Softpedia. You might like to read the notes I made on my site at http://www.sigord.co.uk/npage5.html

Personally I found Dreamweaver over complicated. Also using such as fancy flash buttons slows up loading the site. As a result for someone still on snail dial up they would probably not bother to wait for the site to display fully.

Check out Paint.NET. It's free and works like Photoshop.
